Lothian Pension Fund is part of the Local Government Pension Scheme (LGPS). The City of Edinburgh Council is the administering authority for the Lothian Pension Fund, which comprises three pension funds: the Lothian Pension Fund, the Lothian Buses Pension Fund and the Scottish Homes Pension Fund.

The Pensions and Trusts Committee

The Executive of the Council delegates all Pension Scheme matters to the Pensions and Trusts Committee. The Committee acts as quasi 'trustees' and meets at least twice a year. The Committee's responsibilities are:

To determine the overall policy objectives of the Pension Funds in accordance with the best interest of Fund members and with relevant legislation.
To determine the strategy for the investment of Funds monies.
To ensure appropriate investment management arrangements are in place for the Funds' monies.
To establish, maintain and monitor arrangements for the effective management and administration of the Funds, including staffing and budgetary arrangements.
To undertake the functions of the Council as Governors and Administrators of Trinity Hospital and as Trustees of other Trust Funds vested in the Council, except where the Council has expressly made other arrangements.

The Committee delegates investment and administration matters to the Council's Director of Finance and they are dealt with by the Investment and Pensions Division of the Finance Department.

The Investment Strategy Panel

Investment strategy is the responsibility of the Investment Strategy Panel, made up of the Director of Finance, the Head of the Investment and Pensions Division and the Investment Manager, with the support of an investment consultant (currently Hymans Robertson) and an independent consultant.

Consultation

At the Pensions and Trusts Committee meeting on 22 March 2007, new governance arrangements for the Funds were agreed.
